Power rankings are done bi-weekly and are not solely a reflection of wins and losses.  They are subjective assessments of each voter's perspective who might be better come March. 

A well played loss might reflect better than a poorly played win in some instances.  A 1A team losing to a 3A or 4A team likely isn't a reflection of how competitive they'll be in March.
